UK Councils Intend to Sell Off Community Hubs and Leisure Facilities to Balance Books

Based on a latest survey of municipal councils, English councils are preparing to offload community centers, sports centres, and shopping arcades as they bet on a rapid disposal of assets to stabilize finances.

Increasing Financial Challenges Drive Asset Sales

A coalition of councils representing major urban areas in England reported that 60% of councils are planning to dispose of properties to meet the rising costs of adult and children’s social care.

Councils have in the past come under fire for disposing of public land and open spaces to shore up their finances, but they contend they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition said that a significant number of councils seeking to raise money from a fire sale of holdings represented “a clear change from 2024, when the majority (60%) of municipal officials stated they would focus on restructuring services and using savings to manage increasing fiscal pressures.”

Detailed Cases of Proposed Disposals

Medway Council in Kent announced its asset disposal plan featured the disposal of a retail complex in Rainham and a social club in Rochester to raise 20 million pounds over the next half-decade.

  • A local golf course and business parks held in two English counties, which all generate rent for Medway council, will additionally be disposed of under the strategy.

Local Levy Rises and Broader Fiscal Pressures

The survey of councils in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of councils will need to increase council taxes next April to address the rising cost of core provisions, higher levels of homelessness, and a persistent housing shortage.

Medway council said it will press ahead with asset sales after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting creative strategies but some of these take time to deliver both better provisions and cost efficiency,” said Vince Maple.

He added: “There are population challenges which will continue to increase the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Patterns and Projections

Research of regional authorities this week also found council budgets being strained by the increasing figures of children and adults requiring special educational assistance.

The County Councils Network said that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to manage rising needs.

Ministers have put off scheduled changes to the Send system until next year after a white paper setting out those reforms has been postponed.

Disadvantage and Funding Shortfalls

Based on the most recent deprivation measures (the Index of Multiple Deprivation) for English councils, many participating urban areas were among the most deprived in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the 2025 deprivation indices,” said the study.

“Although only a single urban area is among the ten most deprived for deprived neighbourhoods countrywide, urban areas are far more likely to be in the worst-off 20% of England. The data underscores the extent of challenges facing municipal officials across major urban centers in the next twelve months,” the report added.

“Council officials have been clear about the necessity for a fair and sustainable financial structure that accounts for and addresses the real levels of disadvantage and demand,” stated Michael Mordey.

“Lacking this, councils will continue to face impossible choices around which essential services to allocate spend to, and which to cut, to the detriment of their residents.”

A fifth of local authorities have reduced or weakened care services in the past 12 months, the study revealed.
